2019 will be a year focussing on the qualifying of
workers across the Asbestos Industry, driven by the
CLC decision. To help support the implementation
of NVQ standards into the sector ACAD has
been tasked via the ALG TWG with clarifying how
NVQ standards integrate with existing Asbestos
training requirements and also covers the essential
supervisory skills. This work will feed in to the

years now. ACAD has led on so many of
the changes in the Asbestos Industry over
this time and I expect that to continue as
ACAD and our membership grow ever more

ACAD exhibited at the recent Contamination Expo
where I delivered two talks on the NVQ challenge.
The S/NVQ centres for the entire Asbestos Industry
are now both set up and open for business, the first
candidates are already going through the process.
This important development creates the option for
Licence Holders to undertake NVQ assessments
of their site teams in-house for a fraction of the
outsourcing cost. It also opens up the potential for
commercial training providers to deliver NVQ, safe
in the knowledge that ACAD is assuring their quality
delivery of NVQ.

03The Scale of the NVQ
The NVQ Challenge in numbers
ACAD approached CSCS for the details of existing card holders
and it was confirmed that 4,142 blue CSCS cards are currently
in circulation but only 276 included evidence of completion of a
L2 NVQ. This means that, on average, 800 L2 NVQ qualifications
are going to be required each year over the 5 year CSCS card
renewal period.
These figures are a major concern for ACAD but CSCS data is
limited so ACAD knows we have to go the extra mile. ACAD has
conducted research to identify the true scale of the NVQ challenge. We
contacted 173 Licence Holders of various sizes out of a total of 440 - a
representative 40% of both ACAD members and non-members. Of these,
52 kindly agreed to be interviewed in depth which provided the raw data
from which we drew the following conclusions for the average Licensed
Asbestos Removal Contractor (LARC):
* 13.8 Operatives with 1.0 holding L2 NVQ per average LARC.
* 7.0 Supervisors with 0.2 holding L3 NVQ and 0.4 holding L2 NVQ
per average LARC.
* 67% are CITB levy payers.
Interestingly the percentage of operatives requiring L2 NVQ calculated by
ACAD equates to 7% which is exactly the same percentage as the data
from CSCS indicating the accuracy of the ACAD research.
By multiplying these figures for an average LARC by the number of
Licence Holders, indicative figures for the entire Asbestos Industry can be
calculated:
* 5,651 Operative require a L2 NVQ
* 2,986 Supervisors require a L3 NVQ
- 2,974 of these also require a L2 NVQ
To assess an NVQ requires qualified Assessors linked to accredited NVQ
centres. There were simply far too few of these to qualify the Asbestos
Industry workforce.
We are able to identify the cost burden on the sector by utilising a typical
budget cost of 1,000 per qualification. The research revealed:
* Budget cost of 28,000 per average LARC.
* 12 Million Asbestos Industry cost
Pretty scary stuff. As a trade association representing our
members we knew we couldn't just sit by and do nothing. The
Asbestos Industry needed a solution that works for everybody,
lowers the overall cost burden and ensures the quality delivery
of NVQ qualifications.
ACAD Action
Quality
The first step for ACAD was to engage with the Standard Setting
Body for the Asbestos Industry, CITB. In addition to providing
funding support directly to employers across the Construction
Sector, CITB provides funding to help fix issues in construction
industries such as Asbestos.
ACAD is part of an award winning SQA centre and has recently
been approved by NOCN to start delivering their qualifications too.
In 2017 CITB launched a commissioned fund to solve Assessment
Infrastructure capacity issues in a variety of Industries including
Asbestos, Bricklaying, Demolition and Roofing. CITB invited bids from
all relevant mainstream organisations from each Industry to submit their
vision for how the NVQ challenge could be solved.
In late 2017 ACAD were notified that our vision of ensuring
standards, broadening assessment capacity and, crucially,
working together with others across the Industry was
successful.

ACAD will be following the model IQA strategy developed by CITB for
both centres to help ensure quality. In addition all assessments will be
undertaken via the Smart Assessor eportfolio system which provides
a transparent environment where ACAD can ensure quality delivery of
NVQ standards by all assessors linked to our centres for the Asbestos
Industry.Challenge
Resources
Cost Burden
ACAD realised very early on that the volume of NVQ assessments
required meant that the Asbestos Industry required a significant
increase in resources, in particular of qualified Assessors. This lack
of qualified Assessors contrasts sharply with the wealth of Asbestos
training providers in the UK.
ACAD is a not for profit trade association so all we need to do is
cover the cost of providing these new centres. This means the
budget cost of 28k is reduced by 75% to just 7k for the average
LARC should they choose to go down the in-house route.
ACAD's vision included making the NVQ centres for the Asbestos Industry
available to commercial training providers who are members of the IATP
or UKATA. This inclusive step meant they could all quickly be in a position
to deliver NVQs to their clients; all they needed to do was gain their
Assessing qualifications.
As part of the funding awarded to ACAD by CITB, a significant portion was
set aside for the qualifying of dozens of new assessors. This has enabled
ACAD to support commercial training providers to gain their assessing
qualification and thereby expand the resources available to the Asbestos
Industry.
ACAD's vision also introduced the exciting option for a LARC to undertake
NVQ assessments in-house. Again ACAD members wishing to go
down this route have been able to benefit from ACAD's financial support
to become a qualified assessor. The clever bit here is that all a LARC
needs to do is adjust what they are already doing to satisfy HSE TNA
competence assessments. It's about being a little bit smarter with what we
do, recognising the HSE driven standards that we already adhere to and
thereby minimising the cost burden on the Asbestos Industry.
Scaled up across the entire Asbestos Industry that would reduce the
cost burden from 12 million to 3 million.
The financial story gets better when the LARCS that are CITB levy payers
are factored in. The research conducted by ACAD had some 67% of
licence holders as being CITB registered. If you're not registered with CITB
then it's worth contacting ACAD for information regarding the benefits CITB
could bring to your organisation and the additional support that ACAD
provides. CITB levy payers can claim a 600 NVQ achievement grant per
qualification.
For the average LARC who is a CITB levy payer, the 28k cost
comes down to 7k via the in-house method plus they stand to
claim 15k in CITB grants. The result, for being a bit smarter
with what they are already doing, is an 8k profit via ACAD.
The overall effect of the CITB grants completely transforms
the financial picture. Overall, should all LARCs go down
this route, then the 12 million cost burden on the sector
transforms into a profit of 1.5 million thanks to ACAD & CITB!
At the time of going to print over 30 assessors, qualified or
trainee, are already associated with the NVQ centres for the
Asbestos Industry with a roughly equal split between in-house
LARC and training provider.
Should all LARCs go down this route,
then the 12 million cost burden on the
sector transforms into a profit of 1.5
million thanks to ACAD & CITB!

excellent forum to share best practice and keep you

Contamination Expo Review
The ACAD team exhibited at the Contamination Expo in
September at the NEC in Birmingham. This was the 3rd
year of the event and it made the move from its previous
home the Excel Centre in London where numbers had
grown over the first two years of this event. A number of
ACAD members delivered speaker sessions, exhibited or
attended the event and the ACAD team enjoyed meeting so
many of you.
Overall numbers seemed down on previous years, perhaps due to the
shift to Birmingham so it will be interesting to see how the event fares
next year, but ACAD has already committed to attend and hopes to
see lots of members there next year.

The Expo will be held on 11th and 12th September 2019 and

ACAD Manager Graham Warren was the only speaker at the show to
be given two speaking slots, one in the theatre sponsored by UKATA
and the second in the main keynote theatre to accommodate more
attendees. Graham spoke in depth about the NVQ challenge facing
the Asbestos Industry and how ACAD has invested time to fully
understand the scale of the challenge and come up with the winning
solution that transforms an estimated 12 million burden on the
sector into one that can deliver a net profit of over 1 million!

Amongst the exhibitors at the recent Contamination Expo were
ACAD member deconta who were showcasing their combined
welfare/DCU alongside their latest NPUs and new Smart-Line
foldable modular DCU and Smart-Door system to aid enclosure
construction for single entry point enclosures.
Decontamination Unit Innovations
deconta's third generation DCU is built around a Programmable
Logic Controller (PLC) and state-of-the art touchscreen display.
This enables the pre-programming and constant remote monitoring
of every aspect you can think of and a whole lot more including
shower temperature, shower duration and how much diesel is left in
the tank. The deconta app can be installed on your phone allowing
the user to remotely operate, track and monitor the DCU 24/7.
The unit can be mains fed but also has an in built diesel generator
so propane gas bottles and gas safe inspections are consigned
to history reducing maintenance costs and risks on site. Also
contributing to lower risks is the sterilisation program that is
designed to eliminate the legionella risk.
The unit goes to sleep when stood empty, immediately whirring
back in to life as soon as the PIR detectors are trigged by the dirty
or clean end doors being opened to minimize environmental impact
whilst being available whenever it is required.

NPU innovations
A lot of the recent focus
around NPU's has been on
measuring airflow and the
ALG TWG recently produced
a summary document of
airflow research stating that
airflow rates of NPUs should
be measured at the start of each job to confirm that the required
airflow is achieved.
Anemometers have become the default solution but the deconta
NPU has this functionality built in meaning a set airflow can be
simply set via the digital display screen.
It's common knowledge now that an airflow of 1,000CMH though
a standard airlock produces a pressure differential of 5 Pascals
and it is the pressure differential that prevents fibre egress from
a live enclosure. Should an enclosure be breached this pressure
differential will drop but the pressure monitor built in to deconta
NPU's will automatically increase the power of an NPU to counter
this, ensuring enclosure integrity. A series of NPU's can be
networked together to ensure a continuous negative pressure
particularly beneficial where voids are being opened up.
Currently all NPU's require a DOP test every six months to ensure
the HEPA filter is operating above filtration 99.995% efficiency.
Leak testing is employed on site to monitor NPU exhausts where
these are not vented to atmosphere but should there be a failure
it could be hours or days before anybody realises. To counter this
deconta NPU's have particle detectors built in to their exhausts
which continually monitor for micrometre scale particles. Whilst
this technology is new to the industry, the ability to instantly detect
particles the size of respirable asbestos fibres clearly offers some
exciting possibilities.
Starting from 1,500 to 7,400 CMH the handy NPU is energyefficient and has a performance-optimized fan with high capacity.
deconta also offers bigger NPU containers with an air capacity
starting from 25,000 up to 70,000 CMH.
Just like the innovate DCU, the NPU's can live stream performance
data and be operated remotely.

Cutting out the risk of Hand Arm Vibration
Syndrome (HAVS) in the asbestos environment
In February 2016 the government introduced new
sentencing guidelines meaning non-compliance of health
and safety could leave businesses out of pocket with fines
of up to 10 million dependant on the culpability, severity
of injury, and size of the organisation (turnover).
Hand Arm Vibration Syndrome (HAVS) is a big focus for the Health &
Safety Executive (HSE) currently with a number of companies having
already been fined for mismanagement of worker health and exposure
with fines and costs surpassing 500,000.
Gilpin Environmental Ltd take the health and wellbeing of our workforce
very seriously and are always looking at new ways to innovate new
techniques and methods to reduce or eliminate risks from our working
activities. One of our primary focuses has been to eliminate the use
of powered tools with high vibration outputs such as reciprocating
saws historically used when cutting out heating pipes insulated with
asbestos.
Innovation
In our search for a safer method we discovered a Plasma Cutting system
from an American manufacturer called the Hypertherm Powermax30 Air,
a portable unit with built in compressor and no requirement for use of
compressed gas like many industrial Plasma Cutting systems. Running
off a 110v 32amp output the system can be setup in minutes and has
a clear LED display on the front which immediately identifies any faults
with the system, it really is plug and play.
Assessing the Risks
Our assessment of the associated risks
demonstrates that there is minimal additional
project cost
* Isolation Certification available for all pipes being cut.
* Flame Retardant Coveralls (EN11611 or EN11612)
* Welding Gauntlets (conforming to EN407)
* Ear Defenders or Ear Plugs (conforming to EN352) with a
minimum SNR rating of 30.
* 12 monthly PAT testing.
* Visual checks for visual defects prior to use and recorded in
PUWER book.
* Cutting Visor with a Shade (Green) rating of #3 to #6 when
cutting at 60 amps or lower.
* LEV (local exhaust ventilation) used to remove fumes from
NPU. Airflow to be calculated to allow for a minimum of 20 air
changes per hour.
* All operatives to be trained in the use of Plasma Cutting
Equipment.
* Full Face Powered Respirator with a ABEK-1 P3 filter.
* Flashback Arresters fitted to all equipment
* All loose combustible materials are to be removed from the
work area.
* Suitable fire extinguishers close to the work area.
* An operative is to be appointed as fire watchman to watch for
any fires and stop works and extinguish them as required.
* Hot Works (Permit to Work) to be completed prior to works
commencing.
* Works are to stop one hour before the end of the shift and a
fire walk conducted no less than 1 hour after hot works have
stopped. A visual check will be carried out for any signs of
smouldering debris or material.

Training for Professionals
With Ken Attwood, from Oakmere Training Services
Oakmere Training Services is a part of the Oakmere
Group. We are a nationwide company and offer Asbestos
sector qualifications, management and general health and
safety training. We also offer consultancy services such
as production of documentation, licence preparation and
site audits.
We currently support a number of full licence and ancillary licence
holders. I have been within the asbestos and general health and
safety industry since 2007 when I left the Royal Air Force as an Aircraft
Technician. I have worked in a number of roles with Licence Holders
from safety and compliance manager to health and safety director.
Getting people back into employment
We are passionate about our work and recognise that the industry
has an ever-increasing worker age profile, which means there is a
requirement for fresh blood in the industry. As a former serviceman I
recognize the transferable skills ex- HM Forces people have to offer
They are trained in decontamination techniques, the use of RPE,
problem solving, hardworking and are used to being clean shaven and
arriving at work on time!
From my own experience I found the transition to civilian life difficult and
we at Oakmere Training Services made the decision to do our bit to
help our ex-forces colleagues and the local communities we work in by
offering training and work placement programmes with our sister company
(Oakmere Contract Services Ltd) and other Asbestos Licence Holders.
We have to date trained 50 ex-forces personnel and 25 of which have
been successfully placed within asbestos removal companies. We
have provided the training, face fits, asbestos medicals and RPE to
enable them to work.
We would like to further expand this programme and are willing to
assist other licence holders if they are willing to offer a placement.
Training Programmes
We are currently a member of IATP and deliver new and refresher
training from CAT B, operative, supervisor and contract manager
training. We also partner with various other organisations and deliver
ILM management training and NEBOSH training as we are finding from

experience that the HSE are taking a more holistic approach to training
and competency and expect company management to have a range of
qualifications and not just industry based.
How ACAD membership has benefitted Oakmere
ACAD membership has given us the opportunity to continue our
professional development and keep abreast of industry, legislative and
technical changes and best practices. This in turn ensures that we are
at the forefront of the asbestos industry.
