Build UK update Build UK celebrated its 3rd anniversary in September, and continues to focus on the industry's business model and in particular payment practices. Contractor members are now being benchmarked on their payment performance to provide transparency. This information can be found on the Build UK website at: www.builduk. org and should provide our members with additional information to make more informed decisions. The next set of results will be published on 30 October and will include specialist (M&E) and client members. There is now a clear commitment to abolish retentions through the Build UK roadmap. Build UK is currently working with Pinsent Masons to finalise the contract drafting around the adoption of `minimum standards' to reduce the existing challenges of a phased approach to zero cash retentions. The Task Group dedicated to this matter has identified retention bonds and Parent Company Guarantees (PCGs) as the most viable to provide security against defects. The Joint Contracts Tribunal (JCT) is currently developing a standard from of PCG and a draft will shortly be available for feedback as part of the wider consultation. Legal advice is also being sought regarding onerous contract terms, looking at how the organisation can implement initiatives within the membership to minimise unreasonable risk being taken on at the top of the supply chain and being passed down to the bottom. WE ARE RECRUITING Thermal Insulation Assessor - Darlington Based We are looking for an experienced and qualified Thermal Insulator with a passion for our industry to join our team at TICA House. Based at The National Training Centre in Darlington, you will be required to travel to sites across the UK, for which travel expenses will be reimbursed. You will assess and observe S/NVQ candidates, trainee apprentices and facilitate Competency Tests for experienced insulators wishing to gain the correct TICA Skill Card. The L3 qualification in assessing is advantageous (formerly A1) but not essential as we will accept applications with the caveat that the successful candidate will be willing to undertake the qualification upon take up of the post. Salary will range from 29k - 33k depending on experience and qualifications. If you are looking to make a long term change in your thermal insulation career, have the desire and commitment to succeed in an ever changing apprenticeship environment and can demonstrate the enthusiasm and commitment required, then we want to hear from you! This is a newly created post to provide further resources to our expanding apprenticeship and training delivery service to TICA member companies and the wider industry. 09 Outstanding Contribution Award The Award for Outstanding Contribution to the Industry was awarded to Jim Soady of CGB Humbertherm. The TICA annual lunch this year was the perfect venue to present Jim Soady - Director of CGB Humbertherm and current Chair of the Insulation and Environmental Training Trust (IETTL) with the award for Outstanding Commitment to Apprenticeships. Jim has been a serving member of both the TICA and IETTL boards for many years and more recently became chair of the IETTL trust following on from previous chair and TICA President - Trevor Horsley in 2016. Commenting after the award, TICA Chief Executive Marion Marsland said `It was an absolute pleasure to present Jim with this award and it is much deserved. Many members have a view on what is required in terms of training within our sector, but there are only a few who can carve out the time in a busy schedule to make the commitment necessary. Jim has made this commitment to our organisation consistently for many years, and has been a huge support to the TICA team during the past two years, helping to guide our industry through radical change to apprenticeships'. Jim said "The award came as a complete surprise to me as you could probably tell from my garbled words when I received it. Having been involved in TICA Governing Council for around 25 years and IETTL for as long as it has been in existence I feel very proud to have been recognised by my peers and I hope that the association goes on from strength to strength as it has in the last 5 years under the guidance of our current chief executive and her team who really are the ones that do the hard day to day work." We have Inductions scheduled in until the end of November so, if you are still trying to decide whether to take on an apprentice, please make that decision soon. Visitors to the National Training Centre always comment on how good it looks to have the apprentices in the same overalls. We find that it encourages the apprentices to communicate and mix with their peer group if they are not identifiable by company overalls. If you have sent apprentices to the National Training Centre in the last 3 months you will be aware that we now have 3 accommodation options available. We will always place 18 year olds and younger in single rooms at the Blackwell Grange Hotel as it is a more secure location and is more suited to younger people. The other 2 hotels are located near to Darlington Railway Station and are of a very good standard, they both provide single rooms for all apprentices. A single room at the Blackwell Grange Hotel has an additional charge of 20 per night which must be paid for by the apprentice and booked in advance if required by over 18's. If you missed it you can find the recording of the webinar on our website in the Members area. 20% Off the Job Training (OTJT) is a mandatory requirement for all funded apprenticeships and this must be logged by the apprentice to ensure that the required number of hours of OTJT is being undertaken. Failure by employers to allow the apprentice to comply with the 20% requirement could result in the apprentice not achieving the apprenticeship and the employer having to repay some of the funding provided by the EFSA. In this context, we are developing 2 new products specially for the UK membrane market and we will start selling these products this year. 15 Engineering Services SKILLcard swoops to clear up registration fraud The operators of one of the construction industry's largest skills certification registers have moved swiftly to close a loophole that had left the scheme open to abuse. Managers of the Engineering Services SKILLcard were alerted to the fact that a number of people working in the thermal insulation industry had managed to secure Heating and Ventilation (H&V) Installer cards in order to gain access to construction sites. As a result, some managers were in danger of being duped into allowing workers without the right qualifications onto their projects. However, SKILLcard and the Thermal Insulation Contractors Association (TICA) quickly closed the loophole before it could cause any lasting damage. SKILLcard and TICA both run Construction Skills Certification Scheme (CSCS) affiliated programmes that underpin the government's 2025 industry strategy by helping clients check whether workers have the right qualifications for the job in hand and have suitable health & safety training. For thermal insulators, this means holding qualifications that lead to competency as defined by the Sector Skills Council (SSC). More than 60,000 people working in the heating, ventilating, air conditioning and refrigeration industry hold an Engineering Services SKILLcard, which also covers building engineering services supervisors and managers. It was the first CSCS card scheme to go `smart', easing the process of updating the holder's qualifications and making it simpler and quicker for site managers to check skills and prevent potential fraud. Flattered The TICA Skill Card competence is different to the SKILLcard scheme, but thermal insulation operatives found that it was possible to secure an engineering services card on completing an NVQ Level 2 course as a standalone qualification. There were also reports that social media was being used to encourage others to follow suit. "Of course we are flattered that operatives from outside our industry see the value of Engineering Services SKILLcards, but this is a blatant abuse of the competence system," said Rachel Davidson, director of certification schemes at the Building Engineering Services Association (BESA), which manages SKILLcard. "As soon as we were alerted, we closed this loophole in line with our responsibility to uphold professional standards and provide quality assurance to construction clients." 16 She said it was clear this loophole was being exploited knowingly because the applicants felt they would not immediately qualify for a TICA Skill Card. "This does not mean the H&V Installer card requires lower standards. Rather, it is applied to an entirely different occupational skillset that is not appropriate for thermal insulators," said Ms Davidson. "The route to qualification is different and allows the candidate to apply directly on receiving their NVQ whereas the TICA card requires an additional technical certificate or competency assessment of those technical skills." SKILLcard is rejecting these applications and is directing applicants to the TICA scheme. It is also auditing its database to ensure no other H&V Installer SKILLcards have been issued on this basis. Any that are uncovered will be withdrawn, it stated. "While this has been an unsettling episode, it has served to demonstrate how CSCS partner organisations work together to uphold professional standards for the benefit of clients and every other skilled trades person who has taken the trouble to apply for their competence card in the right way," added Ms Davidson. She also committed the organisation to auditing its entire database to ensure no other cards had been issued via similar loopholes - and encouraged other CSCS card operators to do the same. "We have been aware for some time that some insulators were applying outside of the TICA Skill Card to gain access to construction sites," said TICA chief executive Marion Marsland. "We have made a commitment, as part of the wider Construction Leadership Council mandate, to ensure all operatives within our industry are qualified and competent to a transparent and consistent set of standards. "We will continue to work to that end, and believe that open communication with other partner schemes, including the Engineering Services SKILLcard, is of huge benefit to the whole sector." CSCS chief executive Graham Wren explained that, in order to meet the industry's aim of a fully qualified workforce, it was vital for cardholders to hold the right card for the specific job they do onsite "This helps site managers by ensuring that workers only undertake work they are qualified to do. The three day event brought together insulation trade organisations from all around Europe to discuss issues on thermal, technical, recruitment and training as well as acoustics and other insulation related topics. The Technical Commission had presentations from Johan Sentjens from Temati - following up on the NACE forum in Pheonix, USA and discussed current global work around corrosion under insulation. The Commission also heard from Industrial Surface Treatment (ION) Managing Director Egbert Stremmelaar from The Netherlands, updating delegates on issues around coatings in relation with insulation. Event sponsors Kingspan Insulation also made a detailed presentation on the advances of phenolic insulation within building services. Culminating in a gala dinner event at The Whisky Experience, FESI Secretary General Andreas Gurtlas said `I enjoyed our FESI meeting in Edinburgh very much and it was fantastic meeting everyone there.
